About the San Mateo County Community Action Agency
The San Mateo County Human Services Agency (HSA) administers the county’s allocation of federal Community Services Block Grant (CSBG) funding, which is currently used to provide financial assistance for preventing and ending homelessness. The San Mateo County Community Action Agency (CAA) Board provides oversight of the use of CSBG funds.
The mission of the CAA is to eliminate the causes and ameliorate the conditions of poverty by advancing the self-sufficiency of low-income families and individuals in San Mateo County.
The vision of the CAA Board is that all families and individuals in San Mateo County have equal access to community resources that lead to and support self-sufficiency.
The objective of the CAA is to provide services and resources that promote and encourage self-sufficiency to the most vulnerable members of the community by providing oversight and direction of the use of Community Services Block Grant funding.
In 2024, the CAA, through its subcontractor Samaritan House, used CSBG funds to assist 144 low-income households with emergency financial assistance for past-due rent payments, car repair, security deposits, utility payments, and other services. This financial assistance assisted households with retaining their employment or housing or with exiting homelessness to housing. In 2025, the CAA developed the Community Action Plan for 2026-2027.
The CAA Board’s role involves meeting quarterly to review reports on services provided with CSBG funds; voting on related matters, including Community Action Plans; and discussing related subjects. The CAA Board is a tripartite board with representatives from the public sector, private sector, and low-income community. This ballot is for the democratic selection process of a low-income sector representative. The candidates are either residents of San Mateo County or otherwise have knowledge of and interest in the community and its low-income population.
