Regional District of Kitimat-Stikine (RDKS) is currently developing an Official Community Plan and Zoning Bylaw for Electoral Area C (Greater Terrace).
An Official Community Plan (OCP) is a local government bylaw that provides objectives and policies to guide decisions on planning and land use management. OCP’s provide the long-term vision for an electoral area and serve as a statement of objectives and policies that guide regional district decisions.
Electoral Area C (Greater Terrace) does not currently have an OCP.
A Zoning Bylaw sets out regulations for the use and development of property. Greater Terrace currently has three Zoning Bylaws, while some portions of the electoral area do not have zoning. An objective of the project is to consolidate zoning into one Bylaw that provides certainty for property owners and the Regional District.
WSP was contracted by RDKS to lead the OCP and Zoning Bylaw process. During an initial background review, key themes have been identified; these themes will be used to form the basis of the OCP’s objectives and policies, and are as follows:

6. Improve intersections and road safety
7. Flooding
8. Wildfire mitigation
9. Fire Services
10. Water, sanitary, and solid waste
