Project overview

Introduction
Thank you to everyone who shared ideas and feedback in the first stage of consultation for the Scotts Head Master Plan project. During April and May 2026, Council heard from over 300 residents and visitors about their ideas on the future of Scotts Head.

Using this feedback, the project team has established a series of ideas and options for key public space areas within Scotts Head. The aim is to improve Scotts Head whilst respecting and retaining the things that people love about the area – the beaches and the natural environment that combine with a vibrant community and relaxed lifestyle.

What we're focusing on now
As the project moves forward, the Master Plan will focus on four key areas that build a foundation for the community’s enjoyment of the village’s public spaces. These are:
  • Open space precinct improvements
  • Car parking
  • Streetscapes, and
  • Connections and beach access
A Background Paper has been prepared to provide more information and explain these areas in more detail - you can find the Background Paper HERE.

Second round of consultation
We understand that people may have differing opinions about each of these areas. That’s why we’re presenting a range of ideas and options and asking for your feedback before the draft Master Plan is prepared. We want to understand community preferences across these ideas. The final Master Plan will likely be a mix of these opportunities.

What we also heard
During the first round of consultation, we also heard many different ideas across a wide spectrum of issues and opportunities. Many of these are recognised and being actioned by Council and Reflections through:
  • Greater resourcing of native vegetation protection and enhancement,
  • Review of dog areas and policies across the local government area, and
  • Council-wide reviews into areas such as public toilets, active transport, and sports and recreation facilities.
Next steps
After this second round of consultation ends, the project team will prepare the draft Master Plan. This will then be publicly exhibited for further community feedback before it is considered and adopted by the elected Council.
