Review of Cemetery Memorials - Consultation

The Overview and Scrutiny Committee has recently made a series of recommendations regarding the placement of memorials at gravesides. These recommendations represent a change from the current rules and regulations, where such memorials have not previously been permitted. You can read the Overview and Scrutiny Report which outlines the recommendations.

There are also some other recommendations that require careful consideration to ensure they are inclusive and accessible for all members of the community.

The Council is seeking your views to understand the potential impacts of these recommendations and any suggestions for improvements.

The consultation should take no longer than 5 minutes to complete and will close on Friday 16 January 2026.

1.Have you ever experienced any accessibility issues at any of the Borough's cemeteries?(Required.)
2.Do any of the proposed recommendations in the Overview and Scrutiny report create additional barriers to accessibility for visitors at the cemeteries, particularly those with disabilities, older people, or those with mobility challenges?(Required.)
3.Kerb sets and memorial boundaries (this is a low border, usually made of stone or concrete that surrounds a grave to define its boundary), are deeply personal and sensitive. How can the Council achieve the right balance between respecting this sensitivity and ensuring accessibility for all visitors?
4.Do you think the proposed approach to Kerb sets and memorial boundaries as outlined in the recommendations could impact accessibility for visitors within the cemeteries?(Required.)
