1. Introduction

Our City has a rich and storied history. Incorporated in 1830, Lancaster became internationally known as a textile center in the early 20th century. Generations of families have lived and worked in Lancaster, enjoying its proximity to natural assets and urban centers. We have great cultural opportunities, active arts, and tremendous historic landmarks, all of which led to our designation as South Carolina’s first Cultural Arts District in 2015.  Our downtown is a hub for government, and we have thriving local businesses and active events.

Our region has experienced significant economic growth and change since Lancaster’s last downtown plan in 1996.  This was followed by additional studies over the years to inform the continued development of downtown and greater Lancaster.  This tradition of planning continues today, with the City hiring MKSK and its team of leading urban planning, design and economic partners to envision a new Revitalization Plan for our historic downtown.
