Public Space Protection Order for Union Terrace, Clarence Street and The Groves

Survey Information

We are considering introducing a new Public Space Protection Order (PSPO) for Union Terrace, Clarence Street and The Groves (see map below). The order is being considered to address anti-social behaviour issues in the area. This survey is intended to gather feedback and evidence prior to submitting an application to make a new PSPO.

Public Spaces Protection Orders (PSPO) deal with a particular nuisance in an area that is having a detrimental effect on the quality of life for those in the local community. A PSPO can prohibit or require an activity. For example, within a designated public space a PSPO could prohibit dogs entirely from the area or require that dogs be kept on leads. Another example is the prohibition of alcohol consumption in a particular public space.

Before introducing a PSPO the local authority must decide:
· Whether or not the behaviour is having or likely to have a detrimental effect
· If the effect or likely effect of the activity is persistent in nature making it unreasonable

A PSPO can apply to all or a certain group and can be restricted to specific times. They last for a maximum of three years and can be renewed if necessary. Failure to comply with an order can result in a fine or a fixed penalty notice.
