At least 36 U.S. states have enacted statewide laws or policies around student cellphone use in K-12 schools (as of early 2026), with a growing subset instituting full-day bans or near-bell-to-bell restrictions. Twenty-seven of those ban or limit classroom use, 5 simply require local policies, and 4 formally encourage restrictions. As “phone-free” schools become more prevalent, the EveryLibrary Institute would like to understand how student cell-phone restrictions or prohibitions may affect school library circulation, reading engagement, and programming in K–12 schools. We hope to advise education policy makers, school administrators, and legislators through these findings.
