DG NEAR Guidelines 2025 Assessment — CSO Survey B

Thank you for taking the time to complete this survey.

On behalf of the European Commission (DG ENEST), the Hajde4EU project - Regional Technical Assistance on EU Civil Society Support in the Western Balkans and Türkiye - is conducting the 2025 assessment against the DG NEAR Guidelines for EU Support to Civil Society in the Western Balkans and Türkiye 2021–2027.

The assessment measures progress against the Guidelines and compares the 2025 picture with the 2021 baseline and the 2023 and 2024 reports. The findings will inform the EU's assessment of progress towards EU membership and shape EU support to civil society in the years ahead.

We invite civil society organisations with recognised expertise in civic space, the enabling environment and capacity development of civil society, as well as thematic CSO networks and platforms, from Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye to take part.

A few practical points:

• Data is accessible only to the Hajde4EU team for analysis and reporting.
• Your responses are processed in accordance with the GDPR (Regulation (EU) 2016/679). For details on data handling, see our Privacy Notice.
• It takes around 40 minutes and is slightly shorter than the 2024 version, ensuring year-on-year consistency.
• Five sections, mostly closed-ended questions. It is recommended to complete it in one sitting, but if necessary you can save and return later.
• Available in English and all major languages of the Western Balkans and Türkiye.
