Coach demand for school services

With Medium-Term Exemptions from The Public Service Vehicles Accessibility Regulations 2000 (PSVAR) due to expire on 31 July 2026, the Department for Transport (DfT) is considering what the next steps for these exemptions might be.

The Department has been gathering data to support decision-making and has asked for the assistance of relevant trade bodies (CPT, UKCOA, and The Road Haulage Association) in acquiring further data, specifically about demand for home-to-school transport.

This data will be used to support a decision on the future of exemptions. Obtaining good data on this aspect of PSVAR should allow for a faster decision-making process, and quicker communication of its outcome to industry.

We strongly encourage you to respond to this very short survey (8 short questions) if it is relevant to you.

This survey asks only about paid home-to-school services (where a fare is paid by, or on behalf of at least one passenger) provided by coach, with capacity of 23 or more passengers, in 2025.

Where you have received multiple invitations to complete this survey, please only complete it once per operator.

The survey is being managed by CPT. Information will be kept confidential, and will only be passed for use by DfT for the above outlined purpose.
1.Please provide your coach operator trading name (this is to reduce duplication and will not be used further).
2.This survey asks only about paid home-to-school services (where a fare is paid by, or on behalf of, at least one passenger for the right to be carried) provided by coaches with a capacity of 23 or more passengers in the academic year 2024/2025. Did you provide paid home-to-school services using coaches with a capacity of 23 or more passengers in this period?
3.On term time weekdays in May 2025, on average how many coaches with a capacity of 23 passengers or more (in addition to the driver) did you use to provide paid home-to-school services?
