Gibbston community report.

In 2025, Shaping Our Future ran a community visioning session and survey with the Gibbston Community Association and members of the Gibbston community, to better understand community concerns around the Gibbston Valley fast-track proposal.

A draft report was produced by Shaping Our Future, which was reviewed at a Gibbston community event held at Mt Rosa Wines on 15 July 2026.

This survey offers the wider Gibbston community the opportunity to review and share feedback on the draft report and recommendations.

The results from this survey and feedback from the July event will used to update the final report. The final report will be handed over to the Gibbston Community Association to inform future community action and consultation.

Draft recommendations: your feedback.

The following draft recommendations were produced after the initial community engagement meeting and survey in 2025.

1. Strengthen community engagement

  • Identify and engage with underrepresented groups (e.g. seasonal workers, school children, busy parents, absentee landowners)
  • Extend outreach to visitors, potential residents, and other key stakeholders (wineries, tourism operators, local government agencies) to avoid a narrow representation of Gibbston’s community
  • Consider a range of engagement methods to improve participation and ensure community views continue to inform GCA's work

2. Plan for growth
  • Acknowledge Gibbston’s changing context and pressure from development and demographic shifts.
  • Advocate for a council-led master planning process to provide a coordinated, long-term framework for growth, land use, infrastructure and community facilities.
  • Assess and address community concerns relating to infrastructure capacity, transport and essential services.
  • Ensure future planning and development decisions are informed by meaningful community engagement.

3. Strengthen communication and collaboration
  • Maintain regular communication with residents, developers, local government and other key stakeholders.
  • Encourage open dialogue to improve understanding and identify opportunities for collaboration where appropriate.

4. Improve transport and safety
  • Continue to advocate for improvements to road safety, active transport and traffic management.
  • Work with NZTA, QLDC and other agencies to progress practical safety improvements identified by the community.
  • Engage with New Zealand Transportation Agency (NZTA) to explore road safety improvements (e.g. reduce speed limits and add bike crossings). Shaping our Future can support this facilitation if required.

5. Strengthen community leadership & advocacy
  • Recognise community concerns about the Fast-track application FTA345 application
  • Continue to represent and advocate for the interests of the Gibbston community on significant local issues.
  • Use this report to inform GCA's priorities, advocacy and future work programme.
  • Support community-led initiatives that align with the shared priorities identified through this report.
