Project Background

Routt County adopted a new Master Plan in 2022. Following in the footsteps of the 1980 and 2003 plans, the County’s 2022 Master Plan provides guidance for how the County should address change over the next 20 years related to land uses, future growth, climate action, natural resources and energy, housing and economic, historic and cultural resources, transportation, agriculture and open space, and public health and equity.
 
One of the primary policy recommendations to come out of the Master Plan was to update the Zoning and Subdivision Regulations to implement the vision and goals of the Plan. The code drafting process has been separated into different modules in order to address updates to code sections that have been highlighted by the Master Plan and staff as being priorities. Module #1 was primarily focused on establishing new Solar Regulations, which were adopted along with an updated Introduction and Powers and Duties in the Fall of 2023.
 
Feedback on Module 2 was received in the fall of 2023, and the team is currently working to incorporate that into draft code language. Additionally, Module 3 text drafting is underway. The following questions are intended to gather your feedback on the direction of recommended revisions.
