ChappyCIA Survey on the Recommendations from the Chappy Ferry Steering Committee CFSC) on the Ferry Transfer to the New Owner

1.I support the CFSC recommendation that the Select Board revise the ferry license to provide that Select Board approval is required to approve all fares, not just maximum fares.
2.I support the CFSC recommendation that the Select Board revise the ferry license to specify an operating ratio (expenses as a % of revenue) to use in determining whether ferry fare increases are justified.
3.I support the CFSC recommendation that the Select Board work with the ferry operator to establish standards for “ready service” by the ferry and incorporate those standards in the license or a memorandum of understanding.
4.I support the CFSC recommendation that the Select Board designate 2/3 CFSC members to confidentially review underlying ferry financial materials solely for the purpose of advising the Board, with all reporting limited to summary conclusions.
5.I support the CFSC recommendation that the Select Board establish a written policy for residential fare discounts and incorporate that policy in the license or in a memorandum of understanding.
6.I support the CFSC recommendation that the Select Board revise the ferry license to require that a transfer of control within the licensee require approval by the Select Board.
7.I support the CFSC recommendation that the Select Board eliminate the automatic renewal provision from the ferry license and incorporate a provision requiring the Select Board to review the terms of the license, holding a public hearing, every five years.
8.I support the CFSC recommendation that the Select Board eliminate the automatic renewal provision from the ferry license and incorporate a provision requiring the Select Board to review the performance of the ferry operator, holding a public hearing, every five years.
9.I support the CFSC recommendation that the Select Board designate Chappaquiddick community members to review confidentially the information requested by the Board from the applicant for transfer of the ferry license in conducting the Board's due diligence in assessing the fitness of the transferee for the purpose of advising the Board thereon.
10.I support the CFSC recommendation that the organizing and operating documents for the applicant for transfer of the ferry license, Chappy Ferry LLC, be made publicly available.
11.I support the CFSC recommendation that the Select Board delay its vote on the application for transfer of the ferry license for a period of time beyond the hearing scheduled for May 11 in order to provide time for community input and a full review by the Board of financial and background materials on the proposed transaction and proposed licensee, as well as the CFSC's recommendations, prior to a decision being made.
