The Shire of Kondinin is considering a proposal to build the Wave Rock (Katter Kich) Discovery Centre on Lot 800, corner of Marshall and McPherson Streets, Hyden - an exhibition and interpretation centre, library and community resource centre, arts studio and gallery, meeting and training rooms, a café and a retail tenancy.

The Local Government Act 1995 treats this as a major land transaction. Section 3.59 requires the Shire to prepare a business plan, advertise it, invite written submissions for at least six weeks, consider every submission, and only then decide whether to proceed. No decision to proceed has been made. Council may decide to proceed, to proceed in a form not significantly different from what was advertised, or not to proceed at all.

This survey is an additional way for the Shire to hear from the wider community, including people who would not otherwise write a submission.

This survey is not a submission

Completing this survey does not make a submission on the business plan. The only form of comment Council is required by the Act to consider is a written submission. Please refer to the Shire website www.kondinin.wa.gov.au for further information.

If you want your views formally considered, you must make a written submission - you are welcome to do both. Survey responses will be reported to Council separately as engagement information, and are not counted as submissions.

This survey is not a poll, plebiscite or vote. The results do not bind Council.

The survey may be completed anonymously. You do not have to give your name or any contact details, and your response will be accepted either way.

They will not be published, and survey results will be reported to Council in summary form without identifying individual respondents.

Note that this is different from the submission process: submissions are not confidential and will be reported to Council, so please make a written submission if you want your comments formally recorded and considered.

How to make a written submission

Submissions close 4.00pm Friday 23 October 2026. Any person may make one - you need no particular interest in the proposal, and no particular form or wording is required. A short letter or email is enough. It may support the proposal, oppose it, or comment on any part.
