Proposed Whiteswan Drive Infill Residential Lots

What is the Project About?
The City is exploring the feasibility of releasing for sale 30 previously serviced and subdivided residential lots on Whiteswan Drive in the Silverwood Heights neighbourhood. These lots have been held in the City’s land inventory since 1988. Currently Administration is examining the feasibility of releasing the Whiteswan Drive lots for sale in late 2026, following further due diligence and engagement with residents. Please fill out one survey per residence.

Overview of the development of Silverwood Heights
As the City of Saskatoon expanded during the 1970s and 1980s, residential development moved progressively closer to the Wastewater Treatment Plant (WWTP). In anticipation of continued growth, 30 residential lots along Whiteswan Drive in Silverwood Heights were subdivided in the late 1970s with the intention that they would eventually be marketed and sold for residential development.

City Council and Administration decided to defer the release of the lots due to the proximity to the WWTP. For the past 37 years, the lots have been maintained as open space by WWTP staff. During this period, the Silverwood Heights neighbourhood has continued to develop, and residential homes have existed in close proximity to the WWTP for decades.

City Administration is now assessing the feasibility of releasing the lots for sale in late 2026. Releasing these lots would provide immediately serviced inventory to Saskatoon’s housing market. While developers have generally kept pace with demand, the addition of these lots would strengthen overall land supply, support housing choice and advance a long-standing City Council priority to increase infill development within established neighbourhoods.

  • The lots are fully serviced and ready for development.
  • Lots are zoned Low Density Residential with 22 lots zoned R1 and 8 lots zoned R1A.
  • Architectural controls will be applied to ensure compatibility with the existing neighbourhood character.
  • Lot purchasers will be informed of the proximity to the WWTP as part of their Agreement of Sale.

How the information from the survey will be used?
The information collected from the survey will be compiled, and shared with the elected officials when Saskatoon Land presents their findings to the Standing Policy Committee on Finance in August 2026.
