Purpose

The Virginia Community Health Care Association (VCHA) received a $1 million grant from the Commonwealth of Virginia to support FQHCs in piloting or expanding non-emergency medical transportation (NEMT) to assist uninsured Virginians in medically underserved areas. The program offers two opportunities to improve transportation for the uninsured to access preventive healthcare services.

1. Transportation Tier Micro-Grant
The Tier Micro-Grant will award up to 31 grants to FQHCs to assist with current or new non-medical transportation programs that bridge transportation gaps for uninsured patients. Awardees will be placed into one of three tiers based on the region's non-clinical drivers of health and uninsured patient population. Virginia's free clinics are also able to apply as well.

2. Transportation Innovation Grant
The Transportation Innovation grant will award up to two grants to Virginia’s FQHCs to develop, test, and evaluate new approaches to improve non-emergency medical transportation access for uninsured individuals.

The mission of this award is to support innovation that removes real-world barriers to care, reduces avoidable missed appointments, strengthens care continuity, and expands access to essential primary and preventive services.

Applicants are encouraged to propose creative, feasible, and community-specific models that are responsive to the unique needs of the populations they serve and that can demonstrate measurable impact within the grant period.

Applications will open starting November 18, 2025, with a deadline to submit on December 11, 2025.
