Project Background

The Rail Trail Corridor is an arts, culture, recreation, and tourism corridor running nearly 30 miles along the Historic Union Pacific Rail Trail. Today, you are taking part in the process of designing the Rail Trail Corridor.  We are striving to cultivate a strong sense of community and offer opportunities for both resource protection and economic revitalization.

In August of 2021, Summit County began the process of collecting community input regarding the future of the Rail Trail Corridor.  For a summary of the first round of engagement, please click here.

During this second round of community engagement, from October 2022 to January 2023, we are asking for more specific information to ensure the plan for the Rail Trail Corridor represents the nearby communities in the best way possible. Feedback received during this round of engagement will help edit the rough draft plan into a polished version that our community is proud of.  This polished plan will be presented to the Summit County Council in February of 2023 for final revision, adoption, and implementation.
In the first Rail Trail Corridor community survey, many people identified that Summit County is a “connected” community.

The first community survey indicated opposition to uncontrolled, sprawling development throughout the Corridor and along the Rail Trail. However, there was interest in strategic, area-appropriate development. The following questions are gathering more information about what types of infrastructure and amenities might be appropriate at key points along the trail, primarily at major trailheads and connections to communities.

During the first round of community engagement, we received many questions about the current and planned management of the Rail Trail.  Currently, the Rail Trail is managed by Utah State Parks. The cost of maintenance is offset by payments made on easements that run along the trail.  If the County were to manage the Rail Trail instead of the Utah State Parks, these easement payments would continue.  County management may result in more direct, local community access to decision making regarding maintenance and use.

Question Title

* 18. Given the information above, would you prefer the Rail Trail to be managed by Summit County, a regional recreation district, or State Parks?

Question Title

* 19. Which goal should Summit County prioritize in regard to the Rail Trail Corridor?

Question Title

* 20. How should Summit County communicate progress toward the goals and objectives within the Rail Trail Corridor Plan? (Select all that apply)
