Social housing sector: Engaging with tenants from ethnic minority backgrounds

About this study

The Tenants Information Service (TIS) has been commissioned by The Scottish Government to undertake a study which aims to gain a better understanding of the baseline of tenant participation and engagement amongst tenants from ethnic minority backgrounds within the Scottish social housing sector.

Tenant participation is most effective when tenants from all backgrounds and walks of life in Scotland are represented and have opportunities to take an active role in shaping housing services that reflect their needs and priorities.

The study will highlight examples of current practice in the sector in engaging with tenants from ethnic minority backgrounds. It will also seek to identify the barriers which affect engagement and participation between social landlords and tenants from ethnic minority backgrounds - with the aim of finding ways to break down and overcome these barriers to foster fresh approaches to tenant participation which enable all tenants to have a meaningful say in the housing decisions and services that affect them, their families, and communities.

Important information
  • We use "ethnic minorities" to refer to all ethnic groups except the White British group. Ethnic minorities include White minorities, such as Gypsy, Roma and Irish Traveller groups. Click here to see a list of ethnic groups recommended by the government (applicable to Scotland).
  • This survey is intended for completion by only one representative per organisation.
  • While your survey responses will be accessible to TIS for analysis purposes, they will be kept strictly confidential. No individual responses will be published in the final report and all reporting will be carried out anonymously.
  • In the 'Good practice' section of the survey, respondents who provide examples and consent to being contacted by TIS for further information, will be asked separately for their permission before any examples are published in the final report.
