The Center for Sustainable Infrastructure (CSI) invites interested organizations to apply for the Washington Industrial Symbiosis Technical Assistance (ISTA) Program. The goal of the ISTA Program is to provide technical assistance to at least six Washington communities seeking to develop industrial symbiosis parks. Industrial symbiosis parks are shared sites where organizations co-locate and partner in the sustainable use of resources through the integration of waste materials, wastewater, or waste heat into production and/or industrial processes.
Eligible entities to receive industrial symbiosis technical assistance may include ports, local governments, tribes, business parks, agricultural hubs, businesses seeking IS partnerships, wastewater, energy, or industrial facilities seeking to optimize resource-use and reduce waste.
CSI will evaluate and prioritize applications for technical assistance with elements of:

Strong local leadership and community support: a collaborative environment that supports partnerships, idea exchanges, ongoing dialogue, and interest in IS at the elected, administrative and community levels.

Long-Term Economic Growth, Sustainability, and Resilience: attracting diverse investment, diversifying local industry and infrastructure, reducing greenhouse gas emissions, and creating resilient, high-quality jobs.

Industrial Synergies: Linking facilities across agriculture, food processing, manufacturing, and logistics through structured exchanges of energy, water, and material residuals – turning waste streams into productive inputs and creating shared economic value.
- Resource Integration: Co-locating industries to enable the shared infrastructure for the exchange of energy, water, and material byproducts.

Geographic Diversity: implementing industrial symbiosis concepts and initiatives in rural communities and communities disproportionately impacted by environmental and economic challenges.

For requests for technical assistance with multiple partners, please select a Lead Organization to apply on behalf of the partnering agencies. Applications selected to move forward with the ISTA Program will be notified by July 21, 2026.
