The purpose of this survey is to better understand the community preferences of people who interact within an area of southwest Snohomish County between the Cities of Everett, Mukilteo, Lynnwood and Mill Creek. Over the coming two decades, this area will see significant growth pressures due to both population growth trends and the extension of light rail to Everett. The feedback we receive through this survey will inform what policies and land use designations the county should consider in developing alternative plans for this area. 

This survey is part of the second phase of the Light Rail Communities project. The first phase was centered around identifying potential light rail station locations, which concluded in 2019 by identifying locally favored station locations for Mariner (128th St) and Ash Way (164th St).

This phase of the project is focused on developing a subarea plan for a wider area including the two light rail station areas. This survey is an early step in a multi-year process to develop a subarea plan. Additional public input will be sought over the next three years on major parts of the subarea plan.
