Shropshire Council is undertaking this survey as part of its preliminary market engagement to help shape future commissioning arrangements for:
- Accommodation-based support (such as residential care, nursing care, supported living and specialist accommodation)
- Community-based support (such as domiciliary care, day opportunities and wider community support)
We're reviewing our current commissioning approaches in response to:
- Our statutory market shaping duties under the Care Act 2014
- Safeguarding and best interest duties under children’s legislation
- The introduction of the Procurement Act 2023, which requires new, more transparent and proportionate procurement models
The feedback gathered through this survey will help us understand:
- How providers experience current arrangements
- What supports or hinders market access and sustainability
- How future frameworks or dynamic markets could be designed in a way that's fair, transparent and workable for both existing and prospective providers
- What considerations are most important for different service types, cohorts and geographies within Shropshire
Who should complete this survey?This survey is open to:
- Existing providers currently delivering services in Shropshire
- Prospective providers, including those not currently operating in the county but who may be interested in doing so in the future
You don't need to be on any current framework or approved list to take part.
What this survey is not To be clear and transparent, this survey isn't a call for competition and doesn't form part of any procurement or tender process. Completing the survey won't give any organisation an advantage or disadvantage in any future procurement exercise.
Responses won't be used to assess individual providers, and no commercial decisions will be made based on individual submissions.
We're not seeking pricing submissions or commitments through this survey.
The purpose is to gather market insight, not to make decisions about individual providers.
How your feedback will be used
Survey responses will be considered alongside:
- Feedback from provider engagement events
- Lived experience and resident engagement
- Equality and impact assessments
- Internal service and market data
The findings will inform the design principles, structure and scope of any future commissioning arrangements.
While it may not be possible to reflect every individual suggestion, all feedback will be analysed carefully to help ensure future models are lawful, proportionate and sustainable.
Confidentiality and reporting Responses will be handled in confidence and reported in aggregated and anonymised form. No individual organisation will be identified in published outputs.
