About the Program

The Supply Chain Connect Program is a supplier development program initiative delivered by Social Traders, with delivery support from Kinaway Chamber of Commerce Victoria in partnership with Alstom and V/Line through the Alstom’s Mobility Supply Chain Centre of Excellence (MSCCE).

Alstom, a global leader in rail transport, is currently delivering the Regional Rolling Stock Maintenance Contract (RRSMC) for customer V/Line – to maintaining and keeping Victoria’s VLocity regional train fleet moving. This work is delivered from key sites in West Melbourne, South Dynon and Ballarat East. This long-term contract creates a meaningful opportunity to generate social value and the Supply Chain Connect program is designed to make the most of it.

The program is designed to support selected Victorian social benefit suppliers to strengthen capability, build commercial readiness and develop relationships within the rail, transport, manufacturing and broader infrastructure supply chain. This is achieved by connecting them with established RRSMC commercial suppliers.

Through tailored advisory, capability building and direct engagement opportunities, participants will be supported to better position their businesses for future procurement and partnership opportunities within the mobility and infrastructure sectors.
Program criteria
Participation in the Supply Chain Connect program requires investment of time and resources from the social benefit suppliers. Before applying, please review and consider the following criteria:
  1. Your organisation or business provides key products or services within one or more of the procurement service categories listed below and demonstrates relevance to the Alstom RRSMC supply chain and broader social procurement marketplace.
    • Operations & Maintenance – rolling stock, electrical, fabrication/manufacturing, testing
    • Waste & Sustainability – waste, recycling, circular innovation
    • Logistics – warehousing, 3PL, transport, inventory
    • Assembly & Kitting – kitting, materials, tools and parts
    • On-board Services – train servicing, vending machines
    • Workforce Pathways – assisted employment into supplier operations
  2. Your organisation or business’s key contact is a senior level member of the team and has significant influence within the organisation. The key contact also has adequate time1 to commit to and participate in the program.
    • Time requirement will include:
      • Online or face-to-face meetings (~10-12 hours)
      • Preparation for each advisory (~1-3 hours)
      • Pre-work and follow up to implement recommended changes and activities
    • The key contact is also responsible for sharing learnings with the rest of their organisation/business and bringing in relevant people throughout the program to ensure the whole organisation/business benefits from participation.
  3. You have executive endorsement within your business to participate in the Supply Chain Connect Program and to implement recommendations. You will also have executive attendance at necessary meetings.
  4. Your business or organisation is in a phase of growth outlined in your business or organisation’s strategy.
  5. Your business is Social Traders certified or Kinaway certified and maintains an active membership for the duration of the program (through June 2028).
  6. Your business or organisation is based in Victoria or has a presence in Victoria.
  7. You are eligible to apply if your business or organisation currently provides services to the RRSMC Alstom project or other Alstom projects.
  8. You must disclose if there are any current or pending compliance issues, investigations, or enforcement actions involving your organisation, including those with regulatory or oversight bodies.
We will conduct interviews with selected businesses to clarify uncertainties and ensure the final selected businesses clearly meet the above criteria.

Applications will be assessed based on alignment to procurement categories, growth potential, readiness to engage with commercial supply chains and commitment to program participation.

1 This will include at minimum monthly one-hour meetings, time necessary (1-3 hours) to prepare for advisory, regular phone/email contact with your account manager, implementing recommendations from advisory sessions, and completing questionnaires and surveys throughout the program.
