Robert Street Visual Quality Survey

The Minnesota Department of Transportation (MnDOT) is planning significant improvements in 2027-2028 on Robert St. between Annapolis St. and Kellogg Blvd. in St. Paul. The project will repair or replace roadway pavement, replace sidewalks, and improve safety.

We are thinking carefully about the visual quality of the corridor. This means amenities that shape the character of a street, like trees, plants, and furnishings.

Last year, community members shared how they wanted a more walkable street with amenities like seating, boulevards with lawn-type grass or native plants, bike lanes, and better lighting. We used this input to develop new options — and now we want your input on these recommendations!

We have identified three distinct corridor types along Robert St:
  • Industrial (Mississippi River bridge → North of Wood St.)
  • Commercial (North of Wood St. → George St. E)
  • Residential (George St. E → Annapolis St. E)
Based on community feedback, we developed two visual quality options for each corridor type. We tested the distribution and placement of boulevard trees and plantings, Metro Transit bus stops, public art/interpretive signage, and outdoor seating.
