Hillsborough County Public & Social Services Survey

Introduction

The purpose of this survey is to understand the public and social service needs related to poverty reduction, self-sufficiency, and housing and financial stability. Responses will help guide the allocation of federal housing and community development funds received through the U.S. Department of Housing and Urban Development (HUD) and administered by the Hillsborough County Department of Affordable Housing Services.

To receive federal funds, Hillsborough County is required to prepare a 5-Year Consolidated Plan that will guide funding decisions during the 2026-2030 program years. Your input will inform the strategic allocation of funds received under the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG).

Key Terms:

HUD Area Median Family Income (HAMFI): helps governments and housing providers define affordability, set rent limits, determine subsidy levels, and target housing resources to households with the greatest need. HAMFI is the baseline for determining eligibility for affordable housing and assistance programs, often expressed as a percentage, such as:

0-30% – Extremely low income
31-50% – Very low income
51-80% – Low income

According to HUD’s Fiscal Year 2025 Income Limits Summary, the HAMFI for Hillsborough County is $98,400.

Self-Sufficiency: the ability of an individual or household to meet basic needs and maintain stability through their own income, skills, and resources without ongoing external assistance.

Housing Stability: is the ability of a household to maintain safe, affordable, and secure housing over time without frequent moves, risk of eviction, or homelessness.
