The purpose of this survey is to understand housing needs, affordability challenges, and housing priorities within Hillsborough County. Responses will help guide the allocation of federal housing and community development funds received through the U.S. Department of Housing and Urban Development (HUD) and administered by the Hillsborough County Department of Affordable Housing Services.

To receive federal funds, Hillsborough County is required to prepare a 5-Year Consolidated Plan that will guide funding decisions during the 2026-2030 program years. Your input will inform the strategic allocation of funds received under the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG).
