Public Comment: 2026-2027 ESSA Consolidated Grant Application

Elementary and Secondary Education Act (ESEA) Section 8306(a)(7) and Every Student Succeeds Act (ESSA) Program-Specific Provisions and Assurances requires McAllen ISD to receive public comment before the ESSA Consolidated Federal Grant Application is submitted to the Texas Education Agency (TEA) for approval. McAllen ISD is requesting public comment during the duration of Monday, May 11, 2026, through Sunday, May 24, 2027.

McAllen ISD is estimating to submit the 2026-2027 ESSA Consolidated Federal Grant Application on Thursday, June 25, 2026. McAllen ISD welcomes comments or feedback concerning any of the grants listed below, with their purposes, through the completion and submission of this form. All comments or feedback received will be forwarded to the responsible party overseeing the respective grant.

Title I, Part A Intent and Purpose: The purpose of Title I, Part A of ESSA is to provide all children with a significant opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps. Title I, Part A, supports campuses in implementing either a schoolwide program (SWP) or a targeted assistance program (TAP). McAllen ISD implements a schoolwide program in 28 of its 30 campuses. McAllen ISD does not have any campuses implementing a targeted assistance program.

To ensure that all children receive a high-quality education, and to close the achievement gap between children meeting the challenging State academic standards and those children who are not meeting such standards, all Local Education Agencies (LEA) that receive Title I, Part A funds are required to have an LEA plan. The district may incorporate the LEA plan requirements into the District Improvement Plan (DIP) that is required under the Texas Education Code. Programs supported through Title I funds in MISD: academic tutoring, parent and family engagement program, literacy intervention programs, tutors, instructional coaches, and technology labs.

Title I, Part C provides supplemental instructional and support services for migrant students and out of school migrant youth. McAllen ISD's 2026-2027 planning amount is $478,846. Please provide your comments or feedback below for Title I, Part C.
4.Title II, Part A is to increase student achievement through improving teacher and principal quality and increasing the number of highly qualified teachers in classrooms and highly qualified principals and other school leaders in schools. Focus area of Title II, Part A funding:

  3. Other Evidence-Based Activities

Title III, Part A -ELA is to develop programs for limited English proficient students to attain English proficiency, develop high levels of academic attainment, and meet the state content standards and student achievement standards.
