PPN Environment Representative - Nomination Form
The Strategic Policy Committee (SPC) for Planning & Emergency Services brings together both elected members and other interests, such as farming, environmental, social inclusion, community & voluntary sectors, construction and business community to formulate, review or develop policies related to council services.
This involvement from relevant interests enables the SPC to best prepare the groundwork for policies which are then decided on by the Local Authority. This model of working provides elected members with external views to assist them in their strategic role in the development of the Local Authority.
Strategic Policy Committee Functions
The following sets out some of the topics that may be covered by the Planning and Emergency Services SPC but it will depend on the annual work programme that is normally agreed by the SPC at the start of their term.

- National Planning Framework
- Regional and Spatial Economic Strategies (RESS)
- Building Control and taking in Charge of Estates
- Planning and Development including: Urban Design and Renewal, Conservation of Built Environment, Development Plans and Urban/Rural Regeneration and Development
- Fire Service
There are 16 members of the Planning and Emergency Services SPC as follows:
- 10 Elected Members
- 1 representative from Agriculture & Farming Sector
- 1 representative Development/ Construction Sector
- 1 representative from Business / Commercial Sector
- 3 representatives from Public Participation Network (1 Environment pillar, 1 Community & Voluntary pillar and 1 Social Inclusion pillar)
