1. Introduction

Working Together to Safeguard Children 2023 reminds organisations of their statutory responsibilities to promote the welfare of children and ensure they are protected from harm.

Cumbria Safeguarding Children Partnership (CSCP) have a legal duty to safeguard children and young people within Cumbria.

This survey is a combined tool that covers both Section 11 and Section 175 audits conducted by the CSCP.

If your organisation provides a service to children and/or young people or comes into contact with them, the completion of this audit is a statutory requirement under Section 11 of the Children Act 2024 and Section 175 of the Education Act 2002.

These legislative provisions place a legal duty on agencies and education providers to ensure that they have effective arrangements in place to safeguard and promote the welfare of children.

The audit tool has been carefully developed to reflect current statutory guidance, including “Working Together to Safeguard Children” and “Keeping Children Safe in Education.” It will enable you to assess the robustness of your safeguarding policies, practices, and culture, identifying areas of strength and highlighting where improvements are necessary.

The CSCP is required to monitor the effectiveness of such arrangements via a range of processes, one of which is the Section 11/175 Audit. It seeks to ensure that when organisations go about their day-to-day business, they do so in a way that considers the need to safeguard and promote the welfare of children.

Once submitted, the CSCP will ensure the quality of the audits, by undertaking quality assurance activity to test the robustness of the submitted audits and to share learning and good practice. We may request additional information to support your audit.

Following the completion of your audit, you may be invited to attend a Quality Assurance Practitioner Group to moderate responses and agree any further action or support.

This online audit should be completed either by

  • Head of your organisation
  • Designated Safeguarding Lead (DSL)
  • Or another appropriate person as identified by your organisation’s Safeguarding Lead
