This award recognizes excellence in programs offered in NCCHC-accredited prisons, jails, juvenile facilities, including Mental Health and Opioid Treatment Programs. Examples include reentry programs, CQI projects, educational projects, or programs for special populations such as pregnant patients or veterans. The award pays tribute to long-time NCCHC vice president, the late R. Scott Chavez, who was a passionate advocate for quality in correctional health care.

The award will be presented during the Opening Ceremony of the National Conference on Correctional Health Care on October 21 in Las Vegas. The deadline to submit a nomination is Friday, June 7.
Application Criteria
  • Facility must be fully accredited and be in good standing with NCCHC
  • Applicants need to have been site-surveyed between January 1, 2023, and May 1, 2024, to ensure compliance with standards
  • Facilities cannot be under receivership
The Program of the Year should address medical, behavioral/mental health, or substance use disorder needs and demonstrate one or more of the following:
  • Improvements in patient safety or care with demonstrable outcomes
  • Innovative patient safety or care program or process with demonstrable outcomes
  • Use of data to drive health care program or system changes
