BUNGAY TOWN COUNCIL PARKING CONSULTATION 2026

Following East Suffolk District Council's Parking review of the area, Bungay Town Council would now like to invite residents of the town to comment upon the proposals as part of the first consultation phase. Following this phase East Suffolk will undertake a wider consultation and it is hoped that the process will be finalised within 12 months

There are four key questions, and we have included a section at the end for additional comments.

1.How do you feel regarding the following proposal?

The introduction of resident permit schemes across the north of the town.

· Scales Street – Marked permit holder only bays outside numbers 10, 14 and 16. Single yellow line outside garage to be replaced with no waiting at any time (double yellow lines).

· Webster Street – Marked permit holder only bays outside numbers 30-24 and numbers 22-10.

· Outney Road – Marked permit holder only bays outside numbers 4-6, numbers 8-14, numbers 18-22 and numbers 24-34. No waiting at any time in gaps to allow access and create passing places. No waiting at any time along entire southern side of road to protect verge and prevent obstruction.

· Trinity Street – Marked permit holder only bays outside numbers 17 and 19. Amend regulation in time limited waiting bays outside Holy Trinity Church to allow permit holder parking without time limit – 2 hour limit retained for all other users.

· Broad Street – All time limited bays northwest of point adjacent to number 1 to be amended to allow permit holder parking without time limit – 1 hour time limit retained for all other users. Time limited bays adjacent to and opposite town hall to be retained as 1 hour limit only.

· Nethergate Street – Residents’ permit zone implemented between junction with Broad Street and a point adjacent to number 9. 2 hour time limited bay to be adjusted to 1 hour.
2.How do you feel about the following proposal?

Revision of the “no waiting” regulations across the town centre for the purposes of improving driver compliance through clearer lining/signing.

· St Mary’s Street – Removal of “Restricted Zone – No Waiting at Any Time” regulation, to be replaced with No Waiting at Any Time regulations for the entire length previously covered by restricted zone (indicated with double yellow lines). Loading restrictions (indicated by yellow kerb blips) could be considered if loading and/or blue badge holder parking needs to be limited.

· Cross Street - Removal of “Restricted Zone – No Waiting at Any Time” regulation, to be replaced with No Waiting at Any Time regulations for the entire length previously covered by restricted zone (indicated with double yellow lines). Loading restrictions (indicated by yellow kerb blips) could be considered if loading and/or blue badge holder parking needs to be limited.

· Quaves Lane - Removal of “Restricted Zone – No Waiting at Any Time” regulation, to be replaced with No Waiting at Any Time regulations for the entire length previously covered by restricted zone (indicated with double yellow lines). Loading restrictions (indicated by yellow kerb blips) could be considered if loading and/or blue badge holder parking needs to be limited.

· Upper Olland Street - Removal of “Restricted Zone – No Waiting at Any Time” regulation, to be replaced with No Waiting at Any Time regulations for the entire length previously covered by restricted zone (indicated with double yellow lines). Loading restrictions (indicated by yellow kerb blips) could be considered if loading and/or blue badge holder parking needs to be limited.

· Lower Olland Street - Removal of “Restricted Zone – No Waiting at Any Time” regulation, to be replaced with No Waiting at Any Time regulations for the entire length previously covered by restricted zone (indicated with double yellow lines). Loading restrictions (indicated by yellow kerb blips) could be considered if loading and/or blue badge holder parking needs to be limited.

· Priory Lane - Removal of “Restricted Zone – No Waiting at Any Time” regulation, to be replaced with No Waiting at Any Time regulations for the entire length previously covered by restricted zone (indicated with double yellow lines). Loading restrictions (indicated by yellow kerb blips) could be considered if loading and/or blue badge holder parking needs to be limited.
3.How do you feel about the following proposal?

The introduction of various safety-based regulations around Bungay. These generally consist of waiting and/or loading regulations to improve visibility and deter obstruction

· Quaves Lane – Extension of existing No Waiting at Any Time regulations on southern side of road to remove short unregulated section. Purpose is to prevent obstruction and always ensure clear access for emergency and service vehicles, in response to regular public concerns raised.

· Staithe Road – New No Waiting at Any Time regulations on northern side of road between junction with Staithe Close and number 31. No Waiting at Any Time regulation on northern side of road between junction with Staithe Close and a point 10 to the west. 15m bus stop clearways to be marked and noted in order on northern side of road by “triangle” junction, and immediately opposite on southern side of road. Permit holder only bays marked between numbers 18-38 and between 40-42 on southern side of road, and between number 1 and a point 10m west of junction with Staithe Close on northern side of road.

· Wingfield Street – Reposition school keep clear marking to run between boundary of numbers 31/33 and a point approximately 31m to the south-west to ensure marking remains compliant with TSRGD requirements by protecting pedestrian entry points only – regulation to be No Stopping on entrance markings. Replace remainder of marking with regulation No Waiting at Any Time and No Loading 8am-6pm for a distance of approximately 40m in a south-westerly direction. Replace waiting restrictions on north-western side of road with No Waiting at Any Time for the prevention of obstruction on narrow street, as well as minimisation of sign clutter. Waiting restrictions on southern side of road between junction with St Johns Road and number 2 to be replaced with No Waiting at Any Time for visibility and prevention of obstruction reasons, as well as deterrence of pavement parking on already very narrow footway. Street to be designated as a Resident’s Permit Zone, which will limit parking on the street to permit holders only. This is to prevent nearby parking issues from being displaced onto this street, as well as improve safety for the school by reducing the number of vehicles parking on this street.

· Bardolph Road – No Waiting at Any Time to be implemented on southern side of road from junction with St Johns Road to the boundary of numbers 2/4 for the prevention of obstruction, protection of off-street access and the improvement of visibility. No Waiting at Any Time to be implemented on the northern side of road from junction with western entrance to Honeypot Meadow for a distance of 10m eastbound to improve visibility from junction. Street to be designated as a Resident’s Permit Zone in its entirety, which will limit parking on the street to permit holders only. This is to prevent nearby parking issues from being displaced onto this street.

· Southend Road – No Waiting at Any Time introduced on both sides of road between numbers 2 and 48 for the prevention of obstruction on narrow road with no passing places, and to prevent the displacement of parking issues from nearby streets. No Waiting at Any Time introduced on southern side of road between number 3 and junction with St Johns Road.
4.How do you feel about the following proposal?

Various amendments across the town aimed at rebalancing demand for parking in non-residential areas

· St Marys Street – Goods vehicles only loading bay opposite St Mary’s Church to be redesignated as a loading bay usable by any vehicle class to reflect that smaller businesses are more likely to be using private vehicles for delivering/collecting goods.

· Market Place – 15 minute time limited bay outside numbers 7 to 9 to be redesignated as a 30 minute time limited bay to remain consistent with other nearby regulations, thereby improving driver understanding of the regulations in the area. This also recognises local intelligence that 15 minutes may not be an appropriate time limit for the most regular users of this bay (those using the nearby pharmacy).

· Market Place – Creation of additional 30 minute time limited bay 7m to the northwest of existing bay, with bay length of approximately 6.5m. This will accommodate one additional car at a time, without presenting as any additional obstruction due to one way system in place.

· Earsham Street – Creation of bus stop clearway in existing layby outside number 8, currently marked by No Waiting at Any Time. This is to keep the area free for buses and prevent obstruction by blue badge parking and loading activity that would otherwise be permitted here.
