Introduction

The City of Missoula's Redevelopment Agency is finalizing the Master Plan for the North Reserve-Scott Street Urban Renewal District NRSS URD and Planned URD expansion areas. The project has explored a wide range of opportunities in the study area and includes recommendations and concepts for:
  • Transportation and connectivity improvements
  • Infrastructure priorities which includes serving future use on vacant and transitioning properties
  • Desire site uses and amenities
  • Sitewide zoning adjustments
  • Market feasibility analysis

The Reserve to Scott 2026 Master plan will act as a guide for feasible project implementation and future development in the NRSS-URD and planned expansion areas.

The project is currently in the “final plan” phase of the work and we are seeking input on revised plan concepts, vision and value statements, zoning recommendations and connectivity improvements. Your input will help shape plan concepts and will help ensure that recommendations for future development in the area meet the needs and interests of the community. An opportunity to review the final plan prior to adoption will be open to the public in October 2026.
