AFL South East (AFLSE) was established in May 2013 and is focused on the development and management of football within the South East Region.
The South East Region covers the south east growth corridor of Melbourne, the major centres of Dandenong, Frankston, Pakenham as well as the Mornington Peninsula.
AFL South East has the largest number of participants of any development region in Victoria with nearly 24,500 participants playing the game regularly with the region. Australian Rules Football plays a critical role in the local economy, the health and well-being of local communities as well as providing important leadership and life skills to young men and women.

Purpose of the Role

The objective of the AFLSE Regional Director of Umpiring is to manage the coaching, development and delivery of umpiring in the South East Region. Through the implementation of systems and processes that deliver quality outcomes for umpires, this multi-faceted position will provide the framework for the development, recruitment and retention of a dynamic umpiring department.

Based at the AFL South East Office at Casey Fields, Cranbourne East. 

Key Responsibilities

  • Oversee and manage the recruitment and appointment of all coaches, including specialist appointments.
  • Implement and oversee the coaching curriculum, including training programs, skill assessments and development programs.
  • Oversee the delivery of the NUAS (National Umpire Accreditation) Program
  • Regularly review and assess the coaching panel.
  • Review coaching feedback forms from clubs and officials.
  • Liaise with AFL Victoria regarding coaching development and accreditation programs.
  • Link the AFLSE Umpiring Strategy with the AFL Victoria Umpiring Strategy
  • Develop key strategies for the growth and development of umpiring in the region.
  • Make recommendations to the Chief Operating Officer regarding identified areas of priority for education and training programs.
  • Maintain an updated Work Plan to present to the Chief Operating Officer regularly.
  • Work with key stakeholders to identify opportunities for umpiring growth.

  • Liaise with affiliated clubs and local key stakeholders (AFL South East, AFL Victoria local leagues and local government) to maintain effective working relationships.
  • Make recommendations to the AFL South East Commission for rule changes and adaptations.
  • Ensure that operational matters are handled and managed efficiently and effectively.
  • Attend to club requests and issues promptly.
  • Ensure the coordination of all tribunal and appeal requirements are met.
  • Establish and oversee umpiring appointment procedures.
  • In consultation with the Umpiring Development Officer, ensure all appointments possible are met and accepted.
  • Plan and manage all umpiring development activities.
  • Implement umpiring academies at targeted and supportive local schools.
  • Implement Diversity academies across the region
  • Work with AFL Victoria academy programs and representative programs.
  • Ensure that coaching development programs are implemented locally.
  • Explore new opportunities for umpires, including interstate and international scholarship programs and exchanges.
  • In consultation with the Finance Manager, oversee the umpiring financial affairs in line with approved budgets.
  • In consultation with the Finance Manager and the Umpiring Admin Manager, ensure any issues related to umpire payments are resolved
  • Produce a yearly operations budget for Commission approval.
  • Assist with the coordination of any umpiring partnership agreements.
  • Assist with the Work Cover Claims Management Process
Marketing and Promotion
  • Initiate community events that promote and attract possible recruits to umpiring
  • Plan and co-ordinate the annual functions along with any other events throughout the year.
  • Ensure league websites contain relevant communication and newsworthy content, including social media formats related to umpiring.
