Quarterly Leadership Meeting Survey

The Southwest Ohio Regional Transit Authority (SORTA) is currently gathering input on how the agency can continue to meet its commitment to Title VI of the Civil Rights Act of 1964 and to provide everyone with fair and equitable access to Metro fixed-route bus service, in accordance with Federal Transit Administration (FTA) requirements. Title VI of the Civil Rights Act of 1964 states:

“No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.”

Under Title VI, FTA funding recipients (including SORTA) must develop policies and standards to guide planning of fixed-route transit service and facilities and evaluate service outcomes. These policies and standards address crowding on buses, service frequency, on-time performance, stop and route spacing, bus assignments to routes, and the distribution of amenities at bus stops, including benches and shelters. These policies also establish a framework for determining whether proposed fare or service changes would disproportionately affect minorities (people of color) or low-income populations. SORTA is updating these standards and policies and is seeking community input to help shape the updates. All responses to this survey received by December 16, 2021 at 11:59 p.m. will be incorporated into the input summary and used to inform the creation of draft standards and policies, which will be shared in early 2022 for further review by the community.
