Lester Park Golf Course Land Use Study

Welcome!

In January 2026, the City of Duluth began a land use study for the former Lester Park Golf Course, located on the east edge of the city. The Land Use Study was requested by City Council via a resolution in October 2025. Staff from planning, economic development, engineering, parks and recreation, and natural resources comprise the City’s Project Management Team. The Site is an approximately 270-acre area that, since 1932, was home to the Lester Park Golf Course. The public course was built as part of a Duluth City Works Administration Project, initially as an 18-hole course, then expanded to 27 holes in the 1990s. The Lester Park Golf Course was officially closed for use in 2020 and has since been used informally for recreation by the community.

Between January and August, the city will be exploring site conditions, creating potential land use concepts, and identifying a preferred future land use vision for the site. City staff will then present a recommended vision plan to the City Council in September 2026. Council will then consider future land use updates to the Comprehensive Plan through, in a public, open meeting.

We Want To Hear From You!

This survey is the first of many engagement activities that will occur throughout the study. As the project team begins understanding current site conditions, we first want to hear from the public on desires, expectations, excitements, and concerns. Feedback from this survey will be used to inform a site vision, goals, and principles along with land use scenarios. All of those items will be available for public comment on the project website, LPGCstudy.com, and Open House 2 later this year.
