Chiefs of Ontario – First Nation Employment Services Framework

Thank you for agreeing to take part in a survey for the Chiefs of Ontario (COO) First Nations Employment Services Framework.

The Chiefs of Ontario's (COO) mandate is to support and advance the collective priorities of First Nations in Ontario. In partnership with the Ministry of Labour, Immigration, Training and Skills Development (MLITSD), COO is working with communities, leadership, and partners to co-design and strengthen employment services that reflect the unique needs, values, and priorities of First Nations. This work includes creating pathways that are culturally appropriate, community-driven, and protect First Nations' rights, languages, and traditions. Resolution 24/14A mandated a Joint Table on Employment Services, which will be established to work towards a First Nation Employment Services Framework.

The Employment Services Framework survey is designed to understand the barriers that First Nations members face in accessing employment programs, the kinds of services and supports communities need, and the types of employment and training opportunities that should be developed for the future. The answers you provide will help design a First Nations Employment Services Framework that reflects the realities, aspirations, and strengths of First Nations people across Ontario.

By completing this survey, you are voluntarily agreeing to share information that can help develop the COO First Nations Employment Services Framework. Indigenous and Community Engagement (ICE) Inc. will be using this survey data in its reporting to the COO.

The survey strives to follow the First Nations principles of OCAP in the following ways:

  • None of the published results will link answers to specific individuals or communities. Names of communities that are provided will be used only to create large geographic groups for statistical analysis – e.g., "First Nations in Northern Ontario …"
  • Raw survey data can contain emails, IP addresses, or other unique identifiers of survey participants. Information that can help identify a survey participant is treated as confidential and will not be given to a third party, made public, or transformed for uses beyond the scope of the project. Survey data for analysis and reporting will not contain information that could be used to reverse the anonymity of participants. Raw survey data will be held by COO/ICE for the duration of the project and will only be used when a survey participant requests to see their survey results or to request to remove their data from the project. At the close of the project, survey results will remain in the possession of COO/ICE, but the raw data will be deleted.
  • Survey participants can request to review or withdraw their individual survey from the project.

We value your input and for completing this survey. As a thank you, all respondents who complete this survey will be entered into a draw to win a $250 VISA gift card. The survey will close October 30, 2025 @ 11:59 PM. The draw will be held on October 31, 2025 and the winner will be notified by email or phone number. Each survey respondent can leave an email or phone number at the end of the survey. A survey respondent that does not finish the survey or provide valid contact information will be ineligible for the gift card draw.

Contact information survey respondents provide will only be used by COO to contact the winner(s).
