About This Survey
This survey is part of the Birch Bay Incorporation Feasibility Study Update, an effort to examine the financial feasibility and potential impacts of incorporating the Birch Bay Urban Growth Area (UGA) in Whatcom County, Washington. Currently, Birch Bay is governed by Whatcom County, which provides services such as law enforcement, road maintenance, and planning. If Birch Bay were to incorporate, it would form its own local government responsible for delivering and seeking funding for many of these services either directly or through contracts. The updated study is an objective, fact-based effort. No recommendations or decisions about incorporation are being made through this process. Who should take this survey: All Birch Bay residents (permanent and seasonal) are encouraged to participate.

Confidentiality: Individual answers will not be linked to specific respondents. Responses will be compiled and analyzed collectively to identify community-wide trends and priorities.
