NHS England Quality Accounts List 2027-28 Scoping Survey

Welcome to the NHS England Quality Accounts List 2027-28 Scoping Survey, conducted by HQIP.

Projects commissioned by HQIP, as part of the NCAPOP, do not need to complete this survey.

NHS England (NHSE) invites providers of national clinical audit and quality improvement projects to complete this survey by 5pm on Tuesday 13 October 2026.

IMPORTANT NOTES:

Please note the following:

The survey should only be completed for projects with firm plans to collect data between 1 April 2027 to 31 March 2028. Once published, the NHSE QA List is only amended by exception.
If a national project has more than one workstream with different patient cohorts or settings, please ensure you complete a survey for each, as these will be considered separately.
Survey responses will be reviewed, assessed against the agreed criteria (see below), and used to inform NHSE's decisions regarding inclusion on the QA List 2027-28.
Further information on survey responses may be requested and weblinks provided will be reviewed. Please complete the free-text questions at the end of the survey to provide further information or clarification, particularly relating to contribution to NHSE funded work (Question 17) and public inquiries (Question 18).
As for last year's process, a named clinical lead contact is required for each workstream survey submission. Once we have received your survey return, we will be in touch with the clinical lead and project manager contacts with a governance sign-off form for completion and return by 5pm on Friday 16 October at the latest. This form will confirm that the workstream is in a position to facilitate participation for all eligible Trusts in line with good practice principles, and to be responsible for managing all aspects of quality assurance, governance and compliance (including information governance).
Please ensure that your programme/workstream is considered for inclusion on the NHSE QA List 2027-28 by completing the survey and returning the governance sign-off form by the deadline dates. We will be unable to follow up non-respondents or respondents that do not complete the survey and return the governance sign-off form as requested.

Criteria

Does the project:
1. Collect data from at least 70% of eligible services nationally (i.e. coverage).
2. Collect data on individual patients.
3. Publish comparisons of providers (for example; at trust, hospital, or network level).
4. Plan to recruit patients during the forthcoming financial year.
5. Audit outcomes and processes of care against standards, guidelines, or evidence (for example, NICE Quality Standards and Guidelines).
6. Publish a healthcare quality improvement plan.
7. Use routine data from existing sources (rather than bespoke data submission by healthcare provider) where possible.
8. Publish information about reducing data burden.
9. Publish results within 6 months of the full data set being available to the project team for analysis.
10. Make quality improvement resources available for healthcare providers to use.
