About the November 6, 2025 Open House:
  • More than 60 residents joined the project team and Planning Commission at the Kachemak Bay Campus to review and share feedback on emerging ideas for revising Title 21, the City of Homer's zoning code.
  • The event began with a short presentation that explained why the zoning code is being updated, how it relates to the 2045 Comprehensive Plan, and what types of changes are being considered in areas such as housing, district organization, development review, and environmental protection.
  • After the presentation, participants visited five staffed stations where they could interact directly with the project team, ask questions, review ideas for revising Title 21, and provide feedback, including levels of support for different ideas.
  • The five stations are presented below along with opportunities to provide your feedback and levels of support (or lack of support) for different ideas.

The following posters (stations) reference a redlined October 6, 2025 draft of the Title 21 Zoning and Planning Code. The project team prepared these preliminary revisions to Title 21 to offer a starting point for feedback and discussion with the public and the Planning Commission. The official Public Review Draft of Title 21 is expected in late January 2026.
