Introduction

WHY IS THIS SURVEY BEING CARRIED OUT?

Rural communities thrive by responding to meet local challenges. A significant challenge across the South-East of England is providing affordable housing for those in need in the local community.

When homes come on the market in Horley, prices can be high. Very few houses come onto the market either for sale or rent and last year the average price for a range of properties was £593,750 (Source: Rightmove). This means the cheapest property sold was nearly 17 times the average salary of £35,926, in the district of Cherwell (Source: Annual Survey of Hours and Earnings, 2023).

VIA THIS SURVEY, WE WISH TO FIND OUT MORE ABOUT CURRENT LEVELS OF AFFORDABLE HOUSING NEED IN HORLEY FOR THOSE WITH A LOCAL CONNECTION – FOR EXAMPLE THROUGH RESIDENCE OR EMPLOYMENT - TO THE PARISH.

WHAT DO WE MEAN BY AFFORDABLE HOUSING NEED?

Those in need might include:
  • First-time buyers
  • Older people thinking about downsizing
  • People struggling to afford rent or mortgage costs
  • People who cannot afford to buy a home at open-market prices
  • People who need housing at an affordable rent

HOW WE USE YOUR DATA

The survey has been commissioned by Horley Parish Council and is being undertaken by Community First Oxfordshire (CFO - a community development charity). All information given will be kept by CFO in accordance with General Data Protection Regulations 2018 and will not be shared with any other organisation, including the Parish Council. Community First will provide an anonymous summary report on survey findings to the Parish Council. You can read Community First’s Privacy Policy here.

We would like to have the views of everyone on this issue. All households are asked to complete Part 1, even if they are not in housing need. Part 2 should be filled in by those households which have a housing need now or expect to have one in the next few years.
