This survey is intended to gather feedback from contractors in the residential energy efficiency industry on $8.8 billion that will be given to states under the Inflation Reduction Act to provide rebates for residential energy efficiency improvements—Home Energy Performance-Based, Whole-House Rebates (HOMES) and High-Efficiency Electric Home Rebate (HEEHR) programs—and $200 million for grants to contractor companies for training. The U.S. Department of Energy (DOE) will develop guidelines for the programs and will seek stakeholder feedback in early 2023. These rebate programs could be operational by late 2023.

Contractor input on this survey will be compiled and shared with DOE and State Energy Offices to help contractors have a voice in this process. Survey responses will only be shared in anonymized/aggregated format to protect your confidentiality.
Options presented in this survey do not necessarily reflect how DOE will address these programs in their program guidelines.
