PennDOT is progressing the design of Sections GR5 and GR6 of the I-95 GIR project and would like to hear from you about potential designs of spaces under and adjacent to I-95. The goal of this survey is to solicit community input on proposed design concepts for four key locations.

Design Opportunities

The following questions solicit feedback on improvements at four design opportunity locations. You will be given the opportunity to select your preferred design from two different concepts at each location.

Callowhill and North 2nd Streets Design Opportunity

North 2nd Street between Callowhill and Spring Garden Streets will be improved with a sidewalk-level protected bike lane on the east side of the street, reconfigured on-street parking, and permanent speed cushions or raised pedestrian crossings. The PennDOT owned spaces adjacent to Callowhill Street will include landscaped stormwater management practices (SMP) and publicly accessible space.

Concept 1 for Callowhill and North 2nd Streets focuses on landscape and art. It includes a gateway feature, terraced concrete walls with plantings, a small gathering area, and colored panels that could be illuminated and/or feature local mural artwork. The gateway feature and art panels would require a partner to implement.
Concept 2 for Callowhill and North 2nd Streets focuses on public gathering and plaza space. It includes gabion seating (rock-filled metal benches), plaza areas, stormwater management planting, and designated community space.

Spring Garden and North 2nd Streets Design Opportunity

North 2nd Street will be improved with a sidewalk-level protected bike lane on the east side of the street, reconfigured on-street parking, and permanent speed cushions or raised pedestrian crossings. The PennDOT owned spaces adjacent to Spring Garden Street will include landscaped stormwater management practices (SMP) and publicly accessible space. Gathering spaces, public seating, and a stormwater feature interpretation are being considered. The design will support interaction with the SEPTA Spring Garden Market Frankford Line Station and the future Spring Garden Greenway.

Concept 1 for Spring Garden and North 2nd Streets focuses on landscape and art. It includes covered bike parking, a plaza gathering area with seating, and colored panels that could be illuminated and/or feature local mural artwork. The covered bike parking and art panels would require a partner to implement.
Concept 2 for Spring Garden and North 2nd Streets focuses on public gathering and plaza space. It includes gabion seating (rock-filled metal benches), plaza areas, specialty hardscaping to give the area a unique identity, stormwater management planting, and designated community space.

New Market Street Design Opportunity

The proposed design concepts for the corner of Ellen and New Market Streets consider the relationship between the space and adjacent neighborhood. The PennDOT owned spaces adjacent to New Market Street will include landscaped stormwater management practices (SMP) and publicly accessible space. Informal seating and landscaping options are being considered.

Concept 1 for New Market Street focuses on art and landscaping. It includes a small seating area and colored panels that could be illuminated and/or feature local mural artwork. The art panels would require a partner to implement.
Concept 2 for New Market Street focuses on landscaping and public space. It includes informal seating made up of large stone boulders located around the edge of the sidewalk. A decorative fence provides for a community space that is separated from the stormwater management planting.

Intersection of Germantown Avenue, Front Street, and Laurel Street Design Opportunity

PennDOT will be reconfiguring the intersection of Germantown Avenue, Front Street, and Laurel Street (Germantown/Front/Laurel) to improve safety and mobility for all modes of transportation. Two-way traffic will be restored along Front Street and a new traffic signal will be added at Front Street and Germantown Avenue. Pedestrian crossings will be improved to include new crosswalks and bump outs. Bicycle facilities will also be installed along Germantown Avenue and Laurel Street. The realignment of this intersection will create more room for community amenities. The relocation of the Ellen Street SEPTA substation will provide additional space for vehicle parking that can be accessed from Ellen Street under I-95.

Concept 1 for Germantown/Front/Laurel focuses on hardscaping and art. It includes covered seating, raised pedestals as a focal point for art, and colored panels that could be illuminated and/or feature local mural artwork. The art panels would require a partner to implement.
