Shaping Scotland's Built Environment Cluster - Online Survey

About

The Scottish Government’s Blueprint for Developing Clusters makes clear that Scotland’s Built Environment sector has a significant opportunity to form a nationally recognised, industry-led cluster capable of driving innovation, investment and economic impact.

The intent is to bring together contractors, manufacturers, designers, digital specialists, academia, policymakers and supporting organisations into a coordinated ecosystem that can share knowledge, align priorities and accelerate Scotland’s transition to low-carbon, high-productivity construction. The ambition is to foster internationally competitive ecosystems in Scotland that drive innovation, economic growth, and sustainability. To achieve this, the Scottish Government and Scottish Enterprise are piloting pan-Scotland activities through a pilot Scottish Clusters Scheme across several high-growth sectors with economic or technological potential, including space, the built environment, offshore wind, and life sciences.

BE-ST has been appointed by Scottish Enterprise to undertake work which develops its role as a Cluster Management Organisation for the built environment. This will be delivered in a consortium with Optimat, who will provide actionable sector specific insights, alongside the Construction Industry Collective Voice (CICV) and their network, ensuring the approach is led by industry.

By completing this survey, your insights will help shape the priorities, focus areas, and activities of the emerging cluster. Your feedback will directly influence how support is targeted, and how we best position Scotland’s built environment sector for long‑term, sustainable growth.

For the construction and built environment sector, cluster management will:

  • Strengthen Scotland’s global competitiveness by branding its built environment expertise as world-leading.
  • Help scale up innovations in sustainable building practices and digital construction.
  • Connects industry with academia, government, and international partners to speed decarbonisation.
  • Ensures procurement, investment, and R&D align with net zero goals.
