Ideation to Action (I2A) Policy Learning Collaborative

Cohort 2 Application

Overview & Purpose

The Maternal & Child Health Policy Innovation Program (MCH PIP) I2A LC is a 15-month technical assistance experience designed to support state Title V teams in using systems thinking tools to strategically identify, refine, and advance a policy initiative that addresses state-identified priorities related to housing and/or food security for maternal and child health (MCH) populations. Through this work, the I2A LC aims to support progress on key national MCH priorities, including improving outcomes related to pregnant women experiencing housing instability, children experiencing housing instability, and children whose households are food sufficient.

State teams do not need to have selected a final policy initiative at the time of application. However, applicants should have a clear policy direction or priority need they are interested in advancing and be prepared to engage in structured systems analysis, cross-sector learning, and decision-making early in the I2A LC.

The I2A LC is designed in two phases:

  • Early Phase (approximately Months 1–3): Using systems thinking tools to examine how policies, programs, and systems currently interact around housing and/or food security in the state, and to strategically identify and refine a specific policy initiative that has the greatest potential to advance the state’s related MCH priorities.
  • Later Phase (approximately Months 4–15): Advancing the selected policy initiative toward implementation through cross-sector collaboration and implementation planning.

This I2A LC is intended for teams that have moved beyond broad issue exploration and are ready to engage in focused policy learning, decision-making, and action. Applications will be used to assess alignment with I2A LC goals, readiness to engage in policy exploration and selection, and capacity to advance a policy initiative toward implementation within the 15-month period.
