The Supporting Children and Students Act (2025) is an Ontario bill that passed on November 20, 2025, and is now law. However, the regulations that will determine how the Act is implemented have not yet been developed.
-
In the coming months, the Ministry of Colleges, Universities, Research Excellence, and Security (MCURES) will hold consultations to shape these regulations. The College Student Alliance (CSA) has been invited to participate and is seeking input from current college students to help ensure the Act supports students and does not negatively affect access to essential services.
-
While the Act makes changes across multiple areas of education, CSA is focusing on the provisions most relevant to college students, including:
Merit-Based Admissions: Colleges and publicly funded universities would be required to base admissions decisions on applicant merit and publicly disclose their admissions criteria and processes.
Student Fees: The Act allows the government to set regulations governing student fees, including rules on refundable fees and requirements for publishing fee information.
