In 2025, the Disclosure (Scotland) Act 2020 came into force, meaning new rules came into effect around the Protection of Vulnerable Groups (PVG) Scheme. We know that this has impacted parent-run groups such as Parent Councils and Parent Teacher Associations (PTAs) and other parent run groups in schools, as well as parents who volunteer for the school directly. Connect has been working to support parents, carers and parent groups through these changes, and as a result of our Members’ questions, updates and clarifications have been made by Disclosure Scotland

This survey aims to find out:
  • how confident you are in your understanding of the PVG Scheme,
  • whether you are aware of updates and clarifications,
  • your experiences with the changes over the past year,
  • and how the changes have affected your group and how it runs events and activities for children.
The findings from this survey will be shared with Disclosure Scotland, Volunteer Scotland, Scottish Government, local authorities and education partners, as well as helping to inform Connect’s resources.
