Recent empirical work on the Cayman Islands (available [HERE]) points to a clear chain: a larger non-Caymanian population drives work permit revenue and construction; construction carries the economy's highest multipliers, and the resulting growth in GDP feeds directly back into government revenue.
That gives any government a strong incentive to keep the population growing and the cranes cranking. But as of 1 May 2026, Cayman's immigration reforms made it harder and costlier for foreigners to live and work here, which could dampen work permit demand, slow population growth, and ripple through construction, GDP, government revenue, and ultimately the quality of public services, with different consequences for everyone.
The size of the non-Caymanian population is therefore a fundamental and powerful lever impacting Cayman's socio-economic future, yet no one has set a target, and no one has asked you. In the absence of a plan, Cayman is drifting toward an unknown population size by default, and a number reached by default is still a number you will have to live with.
