Valley Metro is considering Fare Policy changes to improve customer experience and the benefits of the Smart Fare system across the region. Proposed and future fare policy and fare system changes are based on community and regional requests and feedback.

The proposed fare policy changes include adding reduced fare on Express/RAPID service for qualified individuals and enhancing the special events program.

If approved, the changes would go into effect in fall 2026.

Currently, there is no reduced fare for Express/RAPID bus service ($3.25 per ride for all riders). If approved, this change would implement reduced fare on Express/RAPID bus service:

· $48 monthly Smart Fare*

Currently, riders can take the I-17 and I-10 West RAPID buses into Downtown Phoenix only in the mornings and then return only in the afternoons. Starting October 26, 2026*, these routes will operate in both directions Monday through Friday by adding reverse-commute trips during peak hours and extending service into off-peak periods.

Special Events Program Modifications

If approved, this Fare Policy change would modify the current Special Events Program, including:
· Adjust special events pass pricing to $3 per day maximum or lower, based on event duration.
· Allow event organizers to subsidize part or all of the cost for special event passes.
· Allow Valley Metro to create special events pass products to offer directly to customers for regional events with 1,000+ attendees.
· Allow up to four (4) free transit days to promote ridership and/or support large regionally significant events, initiatives or celebrations.
