Please note that the admission fees to an event are not an intra-EU transaction but are considered as local transaction in the Member State where the event takes place based on the derogatory rule of article 53 of the VAT Directive. Therefore, the local Portuguese VAT of 23% has to be invoiced to all participants and reverse charge does not apply (except for taxpayers established in Portugal in which case reverse charge VAT is applicable).
