Background  
Under state law, the City of San Francisco is required to plan for 36,000 new housing units in the state-designated “Housing Opportunity Areas” in the western and northern parts of the city (pictured below). San Francisco is required to change our zoning rules to allow more housing to be built in the Housing Opportunity Areas. Zoning rules determine how land and buildings can be used, what can be built, and how the buildings can look.   Changing our zoning rules will help the city grow in a more equitable and balanced way, by making sure there is more housing available in all neighborhoods.
