Overview of the Project

Starting in 2021, there will be a new network of electric vehicle charging hubs in the Twin Cities, including chargers for public use. This network will be accompanied by an electric vehicle car-sharing service. You can think of car-sharing like sharing a car with your neighbors and only driving when other modes of transportation don't fit your needs.

This project is a collaborative effort with a goal of increasing clean transportation options for people in the Twin Cities area, increasing transportation equity, and increasing publicly-available charging stations.

We acknowledge the disproportionate impacts of pollution and climate change on low wealth individuals and people of color. These impacts compound the burdens of structural racism that individuals in our communities experience every day. We especially want to understand safety and sustainability needs in your community that could support your use of our fleet of electric vehicles. Hearing from community members around these topics will help us design a service that reflects the needs and desires of our communities.

How will it work?
Some basic details about the project:
  • One-way trips: Car-sharing members can pick up and drop off the cars anywhere in the service area (which is about 35 square miles). Members can take one-way or two-way trips, as long as they drop off the car in a legal parking spot within the service area.
  • Approximately 70 charging hubs: There will be 3 to 4 electric vehicle chargers available at each of these hubs. Some of these chargers will be reserved for car-sharing members, and some will be available to the public.
  • Approximately 150 electric car-share vehicles will be available to members to use 24/7. You can reserve each vehicle for a maximum of 72 hours.
  • Per-minute pricing with a small monthly membership fee
HOURCAR Membership
Applying for HOURCAR membership will be required to use the car-sharing fleet. Anyone with a good driving record who is 18+ and has had a driver's license for at least a year can apply. We are creating an easier-to-use app to make this system more convenient.
