Introduction and Purpose of the Survey

Coventry City Council is carrying out this survey to ensure that equality, diversity and inclusion is embedded within its Procurement policies, procedures and activities. The aim of this annual survey is to improve our future sourcing requirements by seeking to understand from local businesses, in particular Micro, Small and Medium-sized Enterprises (SMEs), the following:

· what they consider to be the barriers to entry in accessing and tendering for Council contracts, and

· the Council can do to enable opportunity on future tender activity.

Following the first survey in 2023, the Council undertook a review of the Contract Procedure Rules – the guiding document outlining how the Council procures goods, services and works and proposed changes - approved at Council in December 2023 - to support inclusive procurement and SMEs in bidding for Council contracts, including increasing the number of quotes sought and establishing minimum timescales.

Completing the Survey

Completion of the survey is entirely optional, however if your organisation chooses to respond to the survey, please complete all questions, even if the choice is 'Prefer not to say'. The Council would encourage participation from local businesses to help us to achieve our One Coventry goals and effectively engage with the community that we serve.

To help us to collect accurate and meaningful information to achieve our goal, please forward our survey to the person(s) in your business who hold(s) the information requested in the form, for them to complete and submit the survey.

Outcomes of the Survey

Following the survey results, the Council's Procurement Services team will undertake an analysis of the data received and produce a programme of targeted engagement with local businesses - including, but not limited to Meet the Buyer events. The targeted engagement will seek to reduce or remove any barriers local businesses face in successful tendering. As such, the Council will use your organisation’s contact details provided in response to Question 1 of this survey, to share details of future engagement.

Data Protection and Privacy Notice

This survey is being carried out by Coventry City Council in line with the Data Protection Act and the UK GDPR. Coventry City Council is registered with the Information Commissioner's Office (ICO) and is the Data Controller. The information collected in this survey will be used by Council Officers solely for the purposes of helping to improve opportunities for all local businesses and to doing business with Coventry City Council. The information collected from the survey will be held on the secure survey platform SurveyMonkey. Any data collected by SurveyMonkey for this survey will be stored on servers in the United States of America and SurveyMonkey gives an undertaking never to disclose the survey questions or your response to others without permission. The data will also be stored safely within the Council’s network and disposed of securely when it is no longer required.
